With a stroke of
the President's pen,
the US government eliminated(排除する、除去する)
the middleman
in its student loan program.
Instead of banks using
government money to lend tuition(授業料),
the government will
lend the funds directly.
By cutting out the middleman,
we'll save American taxpayers
$68 billion in the coming years;
$68 billion, that's real money.
Real savings that we'll reinvest(再投資する、再び与える)
to help improve the quality
of higher education
and make it more affordable(手頃な料金).
The law puts a cap(上限)
on annual(毎年の、年1回の) loan payments
for college graduates,
never exceeding(過度の、異常な)
10% of their income(所得、収入、収益);
a reduction(減少、削減、縮小、割引、値下げ) from
the current cap of 15%.
